MR. JAMES C. SALYER - DIO
Mr. James Salyer is Squadron Director, Enterprise Finance, 554th
Electronic Systems Group (554th ELSG), Wright Patterson Air Force Base,
Ohio. Mr. Salyer is responsible for management oversight of the Defense
Enterprise Accounting and Management System (DEAMS). DEAMS is a software
development effort to provide U.S Transportation Command, U.S. Air Force
and Air Force Mobility Command with a modern and integrated accounting
capability.
Mr. Salyer was born in Kettering, Ohio. He began his government career
as a CO-OP in December 1988 while attending Wright State University. He
served in a number of positions as a Program Analyst, Financial Manager,
and Program Manager. Upon graduation, Mr. Salyer accepted a position
within the Material Systems Center (MSC) as a Business Manager working
with both information technology (IT) functional managers and program
managers supporting program execution and Business Process
Re-engineering (BPR) activities.
After leading MSC's successful realignment to the Electronic Systems
Center (ESC) in October 1994, Mr. Salyer championed the stand up of
MSG's new budget and budget execution branch. In October 1997, Mr.
Salyer spearheaded MSG's transition to the Air Force Working Capital
Funds while serving as the Industrial Fund Activity Group Functional
Manager. He oversaw BPR activities associated with the implementation
of this cost accounting system, the establishment of a centralized cost
accounting branch and the execution of MSG's new accounting structure
and reimbursable program. These pioneering efforts ultimately led to
MSG's successful stand up of their Comptroller organization in October
1998. In July 1998, Mr. Salyer career broadened into acquisition
program management specializing in the development and sustainment of
financial systems. He was responsible for requirements definition,
source selection, design and development, test, certification and
accreditation, deployment, sustainment and system decommissioning
activities.
Prior to his current assignment, Mr. Salyer served as the 554th ELSG,
Deputy Director, Financial Information Squadron, supporting the
acquisition of new financial system capabilities and the sustainment of
critical operational legacy systems.
