203 | From Document-Centric to Data-Centric: How Specifications have Influenced the Evolution of Technical Data Delivery,
Ian Boulton, PTC
The panel will present trends in logistics and supply chain management based on data collected by the SC Digest publication and Wright State University in 2008. Based on an annual review of changes which take place in the field, we isolate trends which impact the logisticians. These trends include the impact of oil pricing on supply chain positioning and network redesign; the use of technology to leverage supply chain in providing actionable visibility; impact of practices such as DC-bypass on supply chains; development of trading partner metrics and use of standards in enabling extended supply chains. The panel presentation is based on field studies and interviews with supply chain executives regionally and nation-wide.
204 | Communications for Today’s Warfighter, Dave Logan, Aruba Networks
According to the DoD’s 2008 budget report, “The Army continues to transform successfully from a Cold War division-centric force to a modular force comprised of more flexible and self-sustaining fighting units with increased mobility and combat power.” The speaker will examine: Centralized vs. decentralized Wireless LAN architectures: Portability issues; Key requirements for protecting against threats and attacks; Advanced voice and data call control and meeting FIPS 140-2, DoD Directive 8100.2, SIPRNET and other compliance requirements.

202 | Emerging Threat: Insider Use of Digital Steganography, James E. Wingate CISSP-ISSEP, CISM, IAM Director, Steganography Analysis and Research Center and Vice President for West Virginia Operations Backbone Security
Many cyber security professionals believe the most serious threat faced by organizations is the insider with authorized access to network resources. Currently, Data Leak Prevention (DLP) and Network Behavior Analysis (NBA) tools are being deployed to mitigate the threat of insiders accidentally, or maliciously, leaking sensitive information outside the enterprise network. As a result, malicious insiders are literally being driven to search for more technically sophisticated information hiding techniques and tools to evade detection. Digital steganography offers malicious insiders a means to ex-filtrate sensitive information outside the enterprise network boundary without any risk of detection because the current generation of DLP and NBA tools cannot detect digital steganography. Insiders can easily find and download steganography applications from the Internet and then use those applications to steal highly sensitive information. This presentation describes the threat from insider use of steganography and proposes countermeasures that can be deployed to mitigate the threat.
203 | Understanding SOA Performance Early, Rick Rumsey, CACI
When looking at SOA for your business solution, there’s far too little talk about performance among functional analysts and IT engineers. Performance, scalability and availability are critical and extremely important, and if you don’t consider them from the beginning and design for optimum performance, you will pay for it later. In traditional application development, architects could get away with ignoring performance concerns when the application in question had very minor load and latency requirements. In the world of SOA this isn’t an option. CACI’s presentation covers the issues associated with performance such as: Transaction Load, Load Balancing, Distributed Services, Fine Grain Services, Availability, and Legacy APIs’. Everything is not a Service.
204 | Solving Problems That Don’t Exist: Building Better Application Security Programs, Rafal Los, Hewlett-Packard Application Security
In today’s enterprise, Web Application Security has become a real issue facing security managers. As with many initiatives, finding tools isn’t the problem – creating an effective process and knowing where to begin are the secret to both creating a healthy relationship with the business and implementing a good program. Understanding how the business sees data value and criticality is paramount. Participants will be given a strong foundation to succeed, so they don’t end up solving problems the business doesn’t have.
205 | Virtual Datacenter and Tactical Collaborative Services, Art Bornschein, Smartronix
This session will discuss virtual datacenter and collaboration services. The Smartronix MOSS “Enabler” is the infrastructure, virtualization, security, management and engineering best practices that enable MOSS to be operated in a highly available, redundant, stable, secure and reliable foundation. Smartronix provides virtual datacenter and collaboration services for organizations to host, access and administer Microsoft Office SharePoint Services under austere conditions to meet rapid, responsive and immediate concepts of employment.

203 | An Output Strategy to Enhance Compliance and Information Security, Reduce IT Assets, and Raise User Satisfaction, Ted Vittos, Lexmark International, Inc.
Today’s typical output environment has traditionally been an area full of security vulnerabilities, increasing paper production that leads to noncompliance and slower processes, and unmanaged asset redundancy and proliferation, things that take the agency farther away from the mission and leave you stuck in administrative exercises and manual maneuvers. This briefing will outline an approach and framework to help you harness these nagging issues and build an output strategy to ultimately better manage your IT assets, reduce cost, and increase user productivity and satisfaction.
204 | Logistics and Supply Chain Management Megatrends: 2008, Dr. Vikram Sethi, Wright State University
205 | Enterprise Data Quality Management for Operations Support, Dave Becker, MITRE
The AF, through the Expeditionary Combat Support System (ECSS) Program Office, is piloting an initial capability to manage the quality of data throughout the Logistics and other Operations Support domains. This pilot will set up an Enterprise Data Quality Management Service (EDQMS) that expands existing deployed infrastructure through GCSS-AF Data Services to establish end-to-end DQ lifecycle processes and governance structures. The pilot will then exercise the EDQMS with a set of inventory data from several legacy information manufacturing systems.

202 | Web 2.0 – How it Applies to the AF Mission, Connie Sawdey, Sawdey Solution Services, Inc.
There are “Big Picture” questions facing us today. IT leaders are routinely asked these and many other questions relating to the value of, sustainabilty of and satisfaction with what we are doing for an organization. There is increasing pressure to justify the value of IT while reducing the Total Cost of Ownership of IT. Many external factors are contributing to changing perceptions of the IT organization and increasing the pressure to demonstrate value.

203 | Earned Value, Project Control, Systems Engineering: It’s About Business Development, Anton J Mitchell, Hotfoot Management Systems
Earned Value, Project Control, and Systems Engineering are disciplines residing within corporate work structures that are viewed at times as pain-in-the-neck obligations or processes, but really need to be viewed as business development aids. Our talk will shine new light on how Prime and Subcontractors supporting DoD and other Government Departments can begin to transform internal cultures and viewpoints to embrace these disciplines rather than shrug them off as mandatory, compliance ‘things.’ And, it all starts at your retirement.
